*Position Overview:*
The purpose of the OhioMeansJobs Eligibility/Referral Supervisor 1 position is to directly supervise Eligibility/Referral Specialist 1s, Eligibility/Referral Specialist 2s, Employment Services Specialist 2, and/or equivalent positions.
This position also attends meetings and serves on advisory committees to enhance the delivery of services, communicates with outside agencies concerning customers on public assistance, completes reports, forms, and case files concerning the eligibility/referral unit, as well as provides guidance on computer systems.

*Minimum qualifications:* Requires a high school diploma or GED (an associates degree in human services, social services, behavioral health, or business is preferred) and one year experience as a Quality Control Reviewer in an eligibility/referral unit or two years experience as an Eligibility/Referral Specialist 2.
Or requires an equivalent of 3 years training/experience in job functions.
You must be able to pass a criminal background check, drug screen, and employment reference check.
You must also maintain a valid driver’s license and acceptable driving record as determined by Carroll County.
*Essential Job Functions:*
* Directly supervises Eligibility/Referral Specialist 2s, Eligibility Referral Specialist 1s, Unit Support Worker 2s, and Employment Service Specialist (Income Maintenance, OhioMeansJobs, and Workforce Development).
* Assists with determination, interviews, and makes recommendations of new/additional staff.
* Reviews, approves, or denies employee requests for leave.
* Completes employee evaluations.
* Disciplines and attends meetings/hearings.
* Trains Eligibility/Referral, OhioMeansJobs, Childcare, and Workforce Development staff.
* Assigns and reviews work.
* Oversees the day-to-day operations of the Income Maintenance, OhioMeansJobs, and Workforce Development units.
* Interprets Federal and State policies and laws.
* Implements and assists in development of new policies.
* Develops and updates Agency procedures for new programs and policies.
* Monitors the processing of assigned public assistance cases and the placement of customers in educational and/or training programs.
* Monitors all Workforce Development programs (SNAP ET, CCMEP, WIOA).
* Monitors and tracks staff performance in document scanning system.
* Monitors and reviews all reports sent by the State to ensure proper actions are taken on cases regarding customer benefits.
* Attends meetings and serves on advisory committees to enhance the delivery of agency services (such as Workforce Development Board, Council of Governments).
* Communicates with outside agencies/businesses concerning the employment of customers.
* Conducts staff meetings and in-agency trainings to Income Maintenance, OhioMeansJobs, and Workforce Development units.
* Trains and updates staff on Federal and State programs and policies.
* Develops and trains staff on new in-agency procedures.
* Performs public relations duties by attending meetings and delivering speeches to clubs and organizations concerning public assistance and agency services.
* Performs other duties as assigned.
* Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
* Demonstrates the ability to develop and maintain effective working relationships with supervisor, employees, co-workers, and the public.
* Maintains regular and predictable attendance.
