Summary of Responsibilities
Performs the responsibilities of Chief of Engineering as prescribed by law under Ohio Revised Code Chapter 6101 and in accordance with policies of the MWCD and the Official Plan of the MWCD and amendments thereto.
Advises the Executive Director and Board of Directors on such matters.
Primary Responsibilities include the following.

Provides general supervision of all dams, reservoirs and appurtenances necessary for flood mitigation and maintains, manages, and improves flood mitigation within the Conservancy District and its subdistricts, including working closely with the ACOE in order to maintain high levels of dam safety ratings.
Responsible for making a full written report to the Board of Directors each year, or more often if required, and may make suggestions and recommendations to the Board regarding the flood mitigation efforts and any necessary improvements to MWCD and its subdistricts.
Works closely with the Chief of Conservation, advisory groups, the public, and other agencies to establish watershed action plans and project priorities to reduce flood damage, enhance flood mitigation, and improve water conservation and quality in the Muskingum River Watershed.
Supervises, reviews and approves the preparation of plans, specifications, construction estimates, bid documents and construction contracts for projects at Conservancy District and subdistrict facilities as approved by the Executive Director.
Manages all subdistrict operations in accordance with the approved official plan for each subdistrict.
Reviews, evaluates, and reports to the Executive Director the need for any actions or financial assessments for the development, construction and/or maintenance of the works of the MWCD in accordance with Ohio law.
Manages expenditures and annual budgets for the maintenance assessment as related to U.
S Army Corps of Engineers (USACE) obligations and MWCD reservoir management.
Serves as liaison to the USACE in matters related to dams and their appurtenances which are part of the Muskingum Flood Control System and coordinating periodic meetings with USACE to share valuable information on projects and activities relevant to both MWCD and USACE.
Manages and supervises the work to be performed by MWCD employees, contractors, subcontractors and others related to MWCD dams, reservoirs, and appurtenances and their management in the District.
Assists with communication to agencies of government such as the USACE, the Ohio Department of Transportation, the Ohio Department of Natural Resources, the Ohio Environmental Protection Agency, and others, to facilitate the engineering operations of the Conservancy District in compliance with all laws, regulations and rules relative thereto, with emphasis on any contractual obligations, environmental or other regulatory standards which might apply.
Assists the Executive Director by attending meetings to address questions of the general public or local government regarding flood mitigation or flood mitigation studies.
Represents MWCD at meetings or other events, and serves on various outside boards, commissions or committees in furtherance of the mission of MWCD.
Manages and supervises the work performed by Engineering department employees and consultants and coordinates with the Executive Director regarding the work performed by those employees and consultants.
Supervises direct reports, including assigning work hours/schedules and communicating same to staff, directing and prioritizing work, planning the work and determining the techniques to be used to accomplish the work, allocating the work among employees, performing reviews on employee’s productivity and efficiency; managing discipline of employees; processing/resolving employee complaints and grievances.
Approves timekeeping records for assigned staff.
Interviews, selects and trains employees.
Gives recommendations regarding the hire, discharge, advancement, promotion or job status changes of assigned employees that are given weight in decision making.
Assures quality and safe performance in all phases of the recreation operations of the MWCD.
Responsible for the preparation of the engineering budget, including capital expenditures, related cost estimates and prioritization of projects and activities.
Assure quality performance in all phases of the operations of the Conservancy District.
Minimum and Desired Education, Experience, Skills, Licenses, and Certifications A clear knowledge of MWCD operations is necessary.
A minimum of ten years of progressively responsible management experience in watershed management, water resources planning and design, project management, construction, and organizational development including budgeting is required.
Must have a Bachelor of Science degree in an appropriate field from an accredited university.
Ohio Professional Engineer license preferred; an advanced degree in an engineering related field, project management, or public administration is preferred.
Computer skills in varied software applications required.
Must have high level skills in establishing and maintaining effective working relationships with internal and external customers.
Experience in managing and coaching employees is required.
Comfortable communicating in controversial or difficult situations with the public and government officials.
Other Requirements, Expectations, or Unusual Conditions It is an expectation of this position that the individual represent the Executive Director as necessary at selected meetings and functions and actively participate on boards and committees when appointed to serve.
The boards should be of organizations that serve to further the Conservancy District’s goals.
There is also an expectation to frequently be in the field at project sites.
Emergency work or work to supervise projects during weekends or evening hours is required.
Attendance at meetings and functions may also require evening and weekend work.
While performing the duties of this job, the employee is regularly required to talk or hear.
The employee frequently is required to sit.
The employee is occasionally required to stand, walk; use hands to finger, handle, or feel; and reach with hands and arms.
The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
The noise level in the work environment is usually quiet.
