HELP IN DOVER NEEDED FOR CLASS C RV ASAP (Dover)

I am trying to find someone that is familiar with Class C RVs to assist an elderly gentleman in Dover getting set up at a local RV park for a few months.
Here's the deal.
This guy drove a truck for 50 years.
He's 77 years old.
He decided to purchase an RV and travel.
The issue is, he is illiterate and has very bad cognitive issues.
His daughter is in an assisted living facility in Dover.
He is there visiting her.
He made a bad decision to stop and pick up his mentally disabled 60 year old son in Kansas before heading to Ohio.
He has absolutely no idea how to use the RV, hook up the water, electrical and sewer.
We tried showing him before he left Colorado but he never comprehended a word we said.
I am trying to find a park where the RV can be set up for a few months and then he can rely on taxi services to get him around.
Because he is afraid of the propane, we purchased 2 space heaters which were doing a good job heating the RV.
I have rented this guy a room in my home for the past 20 years, I am his Power of Attorney, Personal Representative and Medical Power of Attorney.
I am willing to pay someone to assist him in getting located and hook up the utilities.
