*12/28/2023* *Fiscal Officer* The Holmes County General Health District is actively seeking a qualified candidate for full-timeposition of Fiscal Officer , under the general supervision of the Director of Finance and Human Resources.
The Fiscal Officer will perform duties related to fiscal management, employee resources, and record retention.
*ESSENTIAL DUTIES MAY INCLUDE:* * Monitors the financial operation of the District such as balancing the District’s financial records with the County Auditor and Bookkeeping offices; reviews incoming funds, encumbers purchase orders, program billings, and fund balances; prepares grant and cost reports; assists with the development of program budgets and ensures programs operate within budgetary constraints and notifies the Health Commissioner and other directors regarding financial issues or concerns.
* Audits Clerks by scheduling and assigning fiscal tasks; * Assists in maintaining employee personnel files and leave balances; keeps abreast of changes in employment laws and regulations that affect the District; assists directors in complying with such laws and regulations; serves as a resource on employment-related issues for the Health Commissioner and other directors; and assists with the development and implementation of District-wide policies and procedures.
* Responsible for agency records retention, archiving, destruction and open records request.
* Works with Examiners to provide documents, answer questions, and serve as primary contact when audits are conducted on the District or its programs.
* Demonstrates regular and predictable attendance.
* Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
*QUALIFIED CANDIDATES MUST POSSESS:* Completion of secondary education (high school or GED), supplemented by courses in computer operations and bookkeeping, plus one (1) year of bookkeeping experience, two (2) years of governmental accounting experience, or equivalent.
Bachelor degree and bilingual candidates preferred.
